For the reasons mentioned before we want to make it easy for people to move to live in better locations for them
There wont be any government fees for moving. System will recommend new locations as written before, moving will be optional.
System will not be based on vague idea of suburb you would like to live in, price and availability but home plot designation or recommendations as written before.

Homes will be sold at a higher price if people want to own space above them. Homes will be made with foundation for 3 or 4 stories or more in the future possibly.
Project is to find or designome easy moved wall parts that can be layed by forklift, and roof that is easily taken off. design that supports easy 3 level additions without impaction on ground floor costs much.
Additional levels will be sold separately, condition of buying is that upper levels may be developed.
People will be recommended closer proximity to social group and partner, old locations will be filled in by recommendations for that area or become community areas or hfkfkf
People can purchase additional levels later. Additional levels will be recommended for families.

people pay percentage for ground block of land but own level of minimum 3 level apartment. additional apartments are built but only residents can offer them to close friends, work, areas options, etc.
I found designs for modular / dividable on demand housing installed with crane, build off site ready to install. To be be set at fixed pricing + home cost or additions assessment, for easy new homes on demand for areas of interests/projects/friends. Starting with ground floor, new floors can be added later. Homes can be divided if sold to suit new resident budget. X much more written in doc.
All homes and buldings will be sold at evaluated development cost. People may pay them off with quarter of income. When someone swaps home they can start paying off new home. Their home and community owned homes then go on market and when one sells they get money transfered to new home. If it is paid off the money goes to them where it pays for thier new house. .
