    I asked "revenue SA" if land can be sold on indefinated sellable leases and "Department of Treasury & Finance" Reply:

    Duty is liable on the acquisition of land. If you build houses on the land and rent these, there is no stamp duty on the leases.
    If the land is subdivided and sold, duty will apply to the transfer.

    You will need to contact other relevant departments for your queries on water, utilities etc
